EXPORT PROCEDURES AND DOCUMENTATION
Zambia now has one of the most liberalised and simplified export procedures. Rules and regulations pertaining to the export of non-traditional exports are non-restrictive. Exports of grain are however sometimes subjected to seasonal regulation to forestall shortages. In some cases, exporters are required to secure authority documents or other necessary certificates for export consignments of veterinary items, botanical items etc and submit them to customs.
Export procedures are as follows:

• Obtain the customs and Excise Document (CED) Form 20 from the Zambia Revenue Authority or any other designated printer and indicate on it the range and value of products meant for export.
• Get a stamped Certificate of Origin from the Zambia Revenue Authority for each of the markets the exporter wants to export to: EUR 1 for Europe, GSP for countries within the trade arrangements and COMESA certificate of origin for exports to COMESA member countries.
• Obtain a Phytosanitary certificate which encompasses honey and beeswax from Mount Makulu Research Station in Chilanga.
• Obtain the chemical analysis report from the Ministry of Health, Food and Drugs Control Laboratory before exporting honey and beeswax out of Zambia. In case of European Union certification bodies such as Ecocert International and Soil Association Certificate Limited may be required to undertake the certification
• Obtain an export permit from the Ministry of Commerce, Trader and Industry.
What documentation is required when exporting?
Zambia's customs procedures have largely been streamlined in line with the policy of liberalisation. A single customs and excise form is used for both exports and imports. Other documents are merely attached.
At the time of exporting the consignment, the exporter should submit the Customs and Excise Declaration Form 20 accompanied by the following documents to customs officials at Ports of exit:
• Commercial Invoice
• A Packing List
• A certificate of origin (duly signed by approved authorities where applicable)
• Shipping consignment notes (airway bill/bill of lading)
• Clearance certificate
• A certificate of agreement (where applicable); and records of production
EXPORT PROCEDURES FOR TIMBER
• Acquire a phytosanitary certificate from Mount Makulu Research Station for timber fumigation before exporting.
• A timber merchants and producers agreement certificate should be obtained from the Forestry Department in addition to the certification mark from Zambia Bureau of Standards.
• Obtain the Customs and Excise document Form 20 from ZRA and indicate on it the range and value of products meant for export.
• Get a stamped certificate of origin from ZRA for each of the markets you are about to export to i.e EUR 1 for Europe, COMESA movement certificate, SADC MMTZ and (GSP) certificate for countries within the trade arrangement.
• An airway bill or bill of lading for transportation of exports should be obtained either from the freight forwarder or the transporter being used.
• Prepare an original commercial invoice and packaging list for shipment. There should be evidence of the transfer of money to back up the commercial invoice as proof of export to ZRA once the export is undertaken.
EXPORT PROCEDURES FOR CHECK LIST
• Obtain the Customs and Excise document Form 20 form the Zambia Revenue Authority and indicate on it the range and value of products meant for export.
• Get a stamped certificate of origin from the Zambia Revenue Authority for each of the markets you are about to export to i.e EUR 1 for Europe, COMESA movement certificate, SADC MMTZ and Generalised System of Preferences (GSP) certificate for countries within the trade arrangement.
• Obtain the quality certificate from the Veterinary Department before exporting meat and livestock out of Zambia.
• Acquire a phytosanitary certificate from Mount Makulu Research Station for seeds, stem and fruit before exporting.
• The permit for gemstone export should be acquired from the Ministry of Mines.
• A timber verification certificate should be obtained from the Forestry Department in addition to the certificate mark from the Zambia Bureau of Standards.
• Prepare an original commercial invoice and packaging list for shipment.
• An airway bill or bill of lading for transportation of exports should be obtained either from the freight forwarded or the transporter being used.
